Abstract
The article interprets a settlement master plan as both the core piece of urban planning documentation and a binding instrument of local regulatory policy that frames land-use and development decisions. It clarifies what “mandatory” means in Ukrainian practice and where the limits of the master plan’s regulatory effect lie–from functional zoning and growth parameters to requirements that local authorities must respect when approving development intentions. Particular attention is paid to the implementation chain through Urban Planning Conditions and Restrictions (UPCR) and construction permitting procedures. The paper shows that UPCR is the point where strategic planning is translated into measurable plot-level parameters (allowed use, height/number of storeys, setbacks, engineering constraints) that become compulsory for design. Permitting and supervision are considered the final link intended to secure compliance of the built outcome with approved planning documentation. The article highlights recurring practical challenges: outdated master plans, formalistic updates, and inconsistencies between planning documents and procedural decisions, which often escalate conflicts around development. Emphasis is also placed on transparency: open access to planning materials, publication of UPCR and permit data, and regular monitoring of implementation reduce ad hoc deviations and strengthen public trust. The study proposes practical directions for improving coherence between documents and procedures at the local level. It is argued that a stronger master plan regime improves predictability for investors while protecting public interests (infrastructure capacity and public space). Thus, the master plan works as enforceable rules for sustainable spatial development in Ukrainian communities.
