Abstract

The article systematizes the results of the research of the system of management of occupational safety and health, namely the elaborations, establishment, construction and functioning.The purpose of the research was to analyze, generalize and synthesize theoretical data as to construction and functioning of the modern control system of safety at work by means of the induction method.The authors provide a set of data as to models and principles of laborprotection management. Four models of labor protection management have been analyzed and it has been established that model 1 - foresees a classical system of three-tier control of occupational safety and a functional approach to management; model 2 - allows you to establish integrated systems as well as to control the risks; model 3 - foresees the availability of an integrated system of management for occupational safety, prevention of injuries; model 4 - foresees for general management, prevention of accidents and occupational diseases in the workplace, development of a complex of activities, etc.In this case, three principles of the construction of a management system for occupational safety: the Shuhart-Deming principle, process (Henri Fayol) and risk-orientated approaches are studied.The research has established that the initial development of the management system begins with the study of models and principles ofmanagement of labor protection and in the future - the introduction and effective functioning of the appropriate system.It is determined that the effectiveness of functioning of the system ofmanagement of labor protection depends on the distribution of functional responsibilities and the quality of management. The powers of each responsible authority, structure, means, competences and responsibilities of employees are set out in a collective agreement and the Regulations on the system of management of labor protection or in the Quality directive (if there are).It is established that the important aspect in the management system is document management. Conditional documentation on the safety of the subject of management can be divided into normative, disposable, reporting and accounting.Thus, the analysis of research has shown that functioning of the system of management of labor protection depends on its design features, namely: selection and combination of models and principles of management, abidance by rules and norms, study of hazards and risks, division of responsibilities, management of documentation and operations, etc.
