Abstract
The article addresses the urgent issues of mitigating the harmful effects of water in the Tisa River basin, which is one of the most floodprone regions of Ukraine and Central Europe. The prerequisites for the creation of the Automated Information and Measurement System «Tisa» (AIMS «Tisa») are analyzed as a response to the need to improve the efficiency of hydrological monitoring and real-time flood forecasting. The structure of the system is described in detail, including subsystems for flood forecasting, water quality control, determination of potential flood zones, planning of flood prevention measures, and water resources management during emergency periods. Particular attention is paid to the technical aspects of the system’s operation: the implementation of a network of automated hydrometeorological stations, the improvement of information transmission channels, software solutions, and integration with similar systems in neighboring countries. Mechanisms of cross-border cooperation between Ukraine and Hungary in the operation of AIMS «Tisa» are outlined, as well as the role of each production unit involved in maintaining the system’s functionality. The article highlights the measures for equipment maintenance, prevention, repair, and ensuring the reliability and accuracy of data received by information collection centers. Emphasis is placed on the importance of compliance with international quality and safety standards during the system’s operation. The prospects for the further modernization of AIMS–«Tisa» are outlined, including the expansion of the measurement station network, installation of additional water quality sensors and video surveillance systems, and the upgrading of server equipment at data processing centers. The contribution of international projects and funding, particularly from the Hungarian government and the European Commission, to the system’s development is noted. It is emphasized that the stable and efficient operation of AIMS «Tisa» is a crucial factor in reducing the risk of emergencies, protecting the population and property, and promoting the sustainable development of the Zakarpattia region, as well as strengthening international cooperation in the field of water resources management.
