FOREIGN EXPERIENCE IN THE DEVELOPMENT OF PUBLIC ADMINISTRATION OF GENERAL SECONDARY EDUCATION

Abstract

The article is devoted to the study of international experience in public administration of general secondary education development, with a focus on innovative practices and their potential application in Ukraine. The relevance of the study is determined by modern challenges such as rapid technological advancements, socio-economic changes, and the need to ensure equal access to quality education. The authors examine key aspects of public administration in education, including organization, regulation, and control, as well as the functions performed by the state in this area: normative, regulatory, organizational, and control functions. Analyzing international experience, the authors emphasize successful educational practices that yield long-term positive outcomes. The article presents examples of programs implemented in France, Canada, Sweden, and Australia. The French model of fostering innovation among educators illustrates how government support through grant programs enhances the quality of education and promotes professional development among teachers. The Canadian dual education system, which combines academic learning with practical experience, is aimed at preparing students for the modern labor market. Sweden’s «Equal Opportunities» program reduces inequality in access to education in remote areas by funding transportation, housing, and additional resources. Australia’s «School Mentors» program provides support for young teachers by pairing them with experienced mentors, thereby reducing staff turnover and improving teaching quality. The analysis of these practices leads to the conclusion that their key components need to be adapted to the Ukrainian education system. The authors highlight that integrating innovative approaches into public administration in education can reduce educational inequality, improve the quality of the learning process, and contribute to building a competitive education system in Ukraine. The study’s findings have practical implications for developing strategies to modernize the national education system and shape policies focused on ensuring accessibility, inclusivity, and quality in educational services.
