The Bulletin of the National University of Water and Environmental Engineering ("Economic Sciences" series) is a specialized scientific edition that publishes original articles features the results of scientific, practical, educational and methodical research on modern economic problems. The target audiences are scholars, government officials, faculty members of higher education institutions, students of all levels of higher education, and business representatives.

By order of the Ministry of Education and Science of Ukraine  dated 28.12.2019 No. 1643 "On approval of the Decisions of the Attestation Board of the Ministry Regarding the Activities of Specialized Academic Councils of 16 December 2019 and Amendments to the Orders of the Ministry of Education and Science of Ukraine" Bulletin of the National University of Water and Environmental Engineering (series "Economic Sciences") is included in the list of printed publications found in the List of Scientific and Professional Publications of Ukraine (category "B").

The purpose of the collection of scientific papers "Bulletin of the National University of Water Management and Environmental Management. Series "Economic Sciences"" is to highlight the results of fundamental and applied research in the field of economics, management, accounting, taxation, audit, economic analysis, and international economic relations.

The objectives of the collection of scientific papers:

  1. Highlighting the results of fundamental and applied research in various areas (from economic theory and finance to marketing and management).
  2. Stimulating interdisciplinary projects and developing new analytical approaches to the study of economic phenomena.
  3. Researching the transformation of the Ukrainian economy in the context of global trends, digitalization and strategic changes.
  4. Substantiating models for increasing the efficiency of the public and private sectors, analyzing investment and foreign economic processes.
  5. Organizing professional dialogue between Ukrainian and foreign scientists to exchange experience and develop joint scientific concepts.
  6. Promoting the entry of domestic science into the world space, implementing best international practices and adhering to high standards of academic ethics.
  7. Creating conditions for publishing the results of research by postgraduate and doctoral students, contributing to their professional development.

Review Process

  1. The author submits to the editorial board an article that meets the requirements of the journal's policy and the rules for preparing articles for publication. Manuscripts that do not meet the accepted requirements are not registered and are not allowed for further consideration, and their authors are notified accordingly. The article is registered by the responsible secretary in journal's article registration log indicating the date of receipt, title, author(s)' full name, and author(s)' affiliation. An individual registration number is assigned to the article.
  2. The responsible secretary conducts a preliminary evaluation of the articles received by the editorial office, for correspondence of the content of the material to the journal's subject matter, sends them for review to the members of the editorial board, scientific editors of the sections, and experts on the stated problems.
  3. All manuscripts submitted to the editorial board are sent according to the research profile to one, and if necessary, to two reviewers. Reviewers are appointed by the Editor-in-Chief of the journal. According to the decision of the Editor-in-Chief of the magazine (for certain tasks), the appointment of reviewers can be entrusted to a member of the editorial board. In some cases, the issue of selecting reviewers is decided at a meeting of the editorial board.
  4. The peer reviewers for the articles can be both members of the editorial board of the scientific journal and external highly qualified experts who possess profound professional knowledge and experience in a specific scientific field, typically holding doctoral degrees and professorships.
  5. After receiving the article for consideration (within 4 days), the reviewer evaluates the possibility of reviewing materials based on his own qualifications in the author's field of research and identifies any conflict of interests. If there are any competing interests, the reviewer can refuse to review and inform the editorial board about it. The last question concerns the appointment of another reviewer
  6. The reviewer, as a rule, makes a conclusion about the possibility of printing the article within 14 days. The review period may vary in each individual case depending on the conditions of the formation results for the most objective assessment of the quality of the submitted materials, but should not exceed 1 calendar month.
  7. Peer-review is conducted confidentially following the principles of double-blind peer-review, when neither the author nor the reviewer knows about each other. Іnteraction between authors and reviewers is carried out through the responsible secretary of the journal. At the request of the reviewer with the approval of the working group of the editorial board, the interaction between the author and the reviewer can take place in an open mode (decisions can be made only if the openness of the interaction improves the style and logic of the presentation of the research material).
  8. For all articles submitted for review, the level of uniqueness of the author's text is determined using the appropriate software that shows the level of uniqueness, sources and matches of the text ("Unicheque").
  9. After the final analysis of the article, the reviewer fills out a standard form (Review Form), which contains final recommendations. The editorial office notifies the author of the results of the review by e-mail.
  10. If the reviewer indicates the need to make certain adjustments to the article, the article is sent to the author with a proposal to take the comments into account when preparing an updated version of the article or to refute them with arguments. To the revised article, the author adds a letter that contains answers to all comments and explains all the changes that were made to the article. The revised version is provided to the reviewer for making a decision and preparing a reasoned conclusion about the possibility of publication. The date of acceptance of the article for publication confirms the data for the editorial office to obtain a positive opinion of the reviewer (or the decision of the editorial board) regarding the feasibility and publication of the article.
  11. In case of disagreement with the opinion of the reviewer, the author of the article has the right to submit a reasoned answer to the editorial office of the journal. In this case, the article is discussed at a meeting of the working group of the editorial board. The editorial board may decide to send the article for additional or new review by another expert. The editorial board reserves the right to reject articles if the author is unable or unwilling to consider the suggestions and comments of the reviewers. At the reviewer's request, the editorial board can provide the article to another reviewer while ensuring adherence to the principles of double-blind review.
  12. The final decision regarding the possibility and expediency of user publication is made by the еditor-in-сhief (or, on his behalf, by a member of the editorial board), and, if necessary, by a meeting of the editorial board as a whole. After making a decision to accept an article for publication, the responsible secretary notifies the author and indicates the expected publication date.
  13. In case of receiving a positive decision about the possibility of publication, the article is sent to the journal's editorial portfolio for publication in order of priority and relevance (in some cases, at the decision of the еditor-in-сhief, the article may be published out of sequence, in the nearest issue of the journal).
  14. The final decision on the composition of the published articles is recorded in the protocol of the meeting of the Scientific Council of the National University of Water and Environmental Engineering, which is noted on the second page of the magazine cover.
  15. The article approved for publication is submitted to the technical editor. Minor stylistic or formal corrections that do not affect the content of the article are made by the technical editor without agreement with the author. If necessary or at the request of the author, manuscripts in the form of an article layout are returned to the author for approval.
  16. The author of the article is responsible for copyright infringement and non-compliance with current standards in the materials of the article. Both the author and the reviewer are responsible for the reliability of the given facts and data, the validity of the conclusions and recommendations, the scientific and practical level of the article.

Frequency of publication

Collection of scientific works «Bulletin of the National University of Water and Environmental Engineering» Series «Economic Sciences» is published quarterly (4 times a year).

Licensing and Copyright

Authors retain copyright to their scientific works, while granting the journal the right to publish and distribute original articles containing the results of theoretical or experimental research and not under consideration in other publications. All materials are distributed under the Creative Commons Attribution License International CC-BY-NC.

Submission of a manuscript to the journal implies the author’s agreement with the terms of the relevant agreement posted below, and confirms that the material does not infringe the copyrights of third parties, has not been previously published, and has not been submitted to other publications simultaneously.

The author transfers to the editorial board the right to publish the article in Ukrainian or English, and to distribute it in printed form. In addition, the journal receives the right to distribute the electronic version of the article through the official website, scientometric databases, repositories, and other electronic platforms.

At the same time, the authors reserve the right, without additional consent from the editorial board and founders, to use the materials of the article in whole or in part for educational purposes, for the preparation of dissertation research, as well as for the creation of reports and oral presentations at scientific conferences.

In all cases, a proper bibliographic reference to the original publication and a hyperlink to its electronic version posted on the official website of the journal are mandatory.

Policy on the use of artificial intelligence

The policy on the use of artificial intelligence in the collection of scientific works is based on the principle of full transparency and unconditional human responsibility for the final result. The editorial board considers AI technologies exclusively as an auxiliary tool for structuring ideas or technical data processing, but in no case as a full-fledged author. Any material created or significantly modified using generative models must be clearly marked for the reader in order to maintain trust in the publication. Since artificial intelligence is prone to factual errors, the author is obliged to personally check every figure, quote and statement, because the legal and ethical responsibility for the information disseminated remains with the author of the publication. In visual terms, the use of AI is strictly limited to illustrative purposes and is usually prohibited in photo reports, where documentary accuracy is critically important. In addition, the editorial team adheres to strict data security standards, avoiding uploading confidential information to open systems, and ensures that the use of algorithms does not violate the copyrights of third parties or contribute to the creation of discriminatory content.

Procedure for retracting published articles

The process of retracting an article is usually initiated by the authors or the editor-in-chief after critical errors or ethical violations are identified. First, the editorial board conducts a thorough investigation to confirm the validity of the claims, after which a formal decision on retraction is made. Instead of deleting the text, the journal publishes a special notice of retraction with an explanation of the reasons and links it to the original. The article itself remains in the electronic archive, but is marked with a watermark "RETRACTED" on each page to warn readers about its irrelevance. Finally, the editorial board notifies scientometric databases to update the publication status in their registries.

Compliance with the principles and recommendations of COPE, WAME, DORA

The collection of scientific papers "Bulletin of the National University of Water Management and Environmental Science. Series "Economic Sciences"" adheres to the ethical standards defined by COPE (Committee on Publication Ethics), ensuring transparency of all stages of scientific publication - from manuscript submission to review and publication. The editorial policy is based on the principles of impartiality and independence of editorial decisions, as well as strict adherence to academic integrity, which includes the prevention of plagiarism, data falsification and duplication of publications.

It is important to correctly determine authorship, where the contribution of each co-author is clearly recorded. The collection also ensures the availability of open and understandable procedures for considering complaints and appeals regarding ethical violations, as well as mechanisms for correcting errors and retracting articles if necessary.

In a broader context, editorial activities take into account the recommendations of WAME (World Association of Medical Editors), which provide for editorial independence without the influence of sponsors, institutions or commercial interests. All participants in the process are obliged to declare conflicts of interest, and the review must be objective, fair and timely.

Particular attention is paid to the transparency of research funding with the mandatory indication of grants and sources of support, as well as to supporting young scientists and promoting their publication activity.

The journal shares the DORA (San Francisco Declaration on Research Assessment) approach, according to which scientific works are evaluated not only by bibliometric indicators (impact factor, h-index), but primarily by their quality, novelty and scientific contribution. It is also important to recognize different forms of research results - software, datasets, algorithms and technical solutions, and not only articles. Interdisciplinarity and the development of open science are supported, including the use of preprints and open repositories.

The editorial board also adheres to the principles of Open Science, including Open Access policies, Plan S standards, and the FAIR (Findable, Accessible, Interoperable, Reusable) approach, which ensure the openness, accessibility, and reuse of scientific data.

Special emphasis is placed on the ethical use of AI in research - in compliance with transparency, responsibility, and the principles of academic integrity with full responsibility of the authors for the results.

Archiving Policy

The archiving policy of our collection of scientific papers is aimed at ensuring long-term access to scientific papers and preserving the integrity of published content.
We support the principles of open science and use a distributed digital storage system that guarantees the preservation of articles even in the event of the cessation of the publication. The editorial board encourages authors to self-archive and place versions of their works in institutional repositories or on personal websites, adhering to the terms of the license, which contributes to the wider dissemination of knowledge.
All published materials are transferred to national library funds and specialized digital platforms, ensuring their constant availability for the scientific community regardless of technological changes.

Consideration of information and requests

Consideration of information and requests in our collection of scientific works is based on the principles of transparency, objectivity and compliance with publishing ethics. The editorial board accepts and carefully examines all requests related to the content of publications, the review procedure or suspicions of violation of academic integrity, including plagiarism and data manipulation. Requests are submitted via the official postal address of the editorial board or by sending a letter to e-mail using a qualified electronic signature. Each request undergoes an initial check by the editor, after which, if necessary, an expert commission is involved for an independent investigation, and the total term for consideration and provision of a reasoned response is up to 30 calendar days. We ensure the confidentiality of applicants and take the necessary measures to correct errors or refute inaccurate information, maintaining high standards of scientific quality.
