Abstract
The development of the health care system in Ukraine on a market basisis a necessary condition today, as the existing medical system until recentlycould not meet the growing demands of the population in the quality andaccessibility of health care given the limited funding of the industry.Determining the priority areas of transformation of the medical system on amarket basis based on SWOT-analysis of the environment of the health caresystem in Ukraine. Analysis and synthesis, system approach, SWOT-analysismethod and generalization were used for this research. The information baseof the study consisted of scientific papers by foreign and Ukrainian researchers on the management of health care development in Ukraine andthe methodology of macro-environmental analysis using SWOT-analysis. Theresults of the analysis revealed the main obstacles to the transformation ofthe medical system, such as: lack of financial resources and "shadowing" ofthe conditions for the provision of medical services; lack of interest in thedevelopment of medical services by the population (main consumers) due tothe high cost of medical services; logistical and innovative backwardness ofhealth care facilities and low level of professional training, etc.To reform the Ukrainian health care system, it is necessary to improvethe system of governance and state regulation of the health care sector byguaranteeing professional autonomy and sustainability; ensure the financialstability of the health care system through the introduction of flexiblefinancing methods and the full formation of the health insurance market; toform networks of health care institutions for the guaranteed provision of basicmedical services for low-income groups of the population; expand primarymedical care; to solve the staffing of the health care system; create conditionsfor the development of public health; ensure the priority of the developmentof the electronic health care system and guarantee cyber security through thecreation of a unified medical information space; implement a quality systemfor the provision of medical services at all levels, etc.
