LEADERSHIP IN UKRAINE AND ITS INFLUENCE ON RETAINING TALENTS FROM MIGRATION

Abstract

The scientific article examines the level of leadership in Ukraine during 2017–2023 and assesses its impact on retention of talent from migration. Competencies of a leader in modern conditions are analysed; on this basis, the indicators for evaluating the level of leadership in Ukraine, which are contained in the Global Talent Competitiveness Index, are proposed: cooperation between employees and employers, professional  anagement, the relationship between pay and productivity, leadership opportunities for women, the prevalence of training in companies, employee development, delegation authorities, professionals, senior officials and managers. To calculate the level of leadership in Ukraine, it is proposed to use an integral method based on an aggregate index calculated taking into account partial indicators. To calculate partial indicators, the maximum value of a specific assessment component was used as a benchmark. The calculated values of leadership levels in Ukraine show significant fluctuations. The highest value of the integral index was in 2017 – 0.797. At the same time, the lowest is in 2022 (0.135), which confirms the significant negative impact of the full-scale war in Ukraine on the ability of modern leaders to effectively perform their functions. Most of the values during 2017–2023 are at an average or lower level, which indicates the need to improve the competence of leaders. In order to assess the impact of the calculated levels of leadership on talent retention from migration from Ukraine, the "Brain retention" indicator in the Global Talent Competitiveness Index was determined as a dependent variable. Applying the method of correlation analysis, a close direct connection between the level of leadership in Ukraine and its ability to retain talent was proven – the value of the correlation coefficient is 0.75. Thus, it has been proven that a high level of leadership is an important factor in keeping highly qualified and highly educated people in Ukraine, preventing the emergence of migratory attitudes and aspirations.
