BUILDING AN EFFECTIVE MODEL OF PUBLIC SERVICE IN UKRAINE

Abstract

The article examines the peculiarities of the search for an effective public service model for Ukraine. The national model has shown its inability to quickly, adequately and effectively respond to internal and external challenges. The need to find an effective model of public service increases against the background of the war and the aggravation of the economic and political crisis. The basis for reforming the public service of Ukraine can be the experience of foreign countries, in particular, such as:  Poland, Germany,  Singapore, the USA. The experience of these countries is useful for understanding the peculiarities of the functioning of the public service, the mechanisms of interaction between public officials and the structures of civil society, and the formation of officials as a special social group. When analyzing the foreign experience of the organization and functioning of the public service, the following components were selected: the development of e-governance, as a guarantee of openness and transparency of the activity of the public service institute; trust in the institution of public service by the population; corruption and ways to overcome it; financial support of civil servants, selection processes for civil service and opportunities for career growth; the size of the bureaucratic apparatus in relation to the employed population. Foreign and national experience of the organization and functioning of the public service institute indicates the need to control the effectiveness, transparency and accountability of this service. Involvement in public administration of those categories of the population that need to solve urgent problems will provide an opportunity for public institutions to receive the most effective proposals for solving problems through the implementation of innovative public management solutions. An important condition for the effective operation of the public service is the creation of such a mechanism of interaction between the public service and society, which will allow citizens to participate in the formation of state policy and control the activities of the public service. The main thing is thefight against corruption in public institutions. It is necessary to create effective legislation that would severely punish corruption crimes. Public bodies should be as transparent as possible in their activities - constant provision of access to information about their work, public discussion of their decisions. Strengthening of public control - citizens should be ready to  report cases of corruption, as well as demand transparency and accountability from public bodies.Anti-corruption bodies should be independent and effective. They must have sufficient resources to investigate and prosecute corruption crimes.
