PUBLIC-PRIVATE PARTNERSHIP AS A WAY OF THE DRAINED LANDS EFFICIENT USING

In the article the feasibility of public-private partnership for enterprises ondrained lands is grounded. The preconditions of implementation and development of such cooperation are proved. In the article the procedure ofconcession for water management enterprises and agricultural businesseshas been proposed. Special attention is given to the sources of investing the agriculture and water management at the state level. For improving the organizational and economic mechanism of recovery the agriculture on drained lands has been proposed to create the agro-industrial cluster that will allow producing the competitive, import-substituting products, based on innovations, used effectively the public funds and attract the private capital, promote the rural development. In the article the tax benefits and preferences to the cluster participants are provided. The paper emphasizes that the cluster approach will enable enterprises to get a synergistic effect using the drained land. In the article the morphological and abstract logical methods for analysis and generalization of scientific theories in the field of public-private partnership is used.References
