Abstract

The purpose of this study is to develop a mechanism of contractual relations in the field of hydro melioration service. The main drawback of the existing mechanism of contractual relations is the lack of an economically justified basis for the provision of maintenance services for reclamation systems. To form such a basis, it is necessary that the size of the fee correlates with the results of agricultural production on reclaimed land and provides the necessary level of profitability for the water management organization. An important element of reforming organizational and economic relations in the field of hydro melioration is the establishment of a contractual fee for hydro melioration services. A key factor in ensuring sufficient economic sustainability of the dual system is the price setting mechanism, which is based on the possibilities of taking into account the different effects of the water factor on the efficiency of agricultural production. A pricing model has been developed, which is based on adjusting the price depending on the degree of ensuring the optimal water-air regime of the soil for growing agricultural crops. A mechanism for forming the contractual price for hydro melioration service is proposed, taking into account the effect that the agricultural producer will receive from the maintenance of melioration systems.
