SHADOW EMPLOYMENT OF POPULATION: ESSENCE, SCALES AND SOCIO-ECONOMIC CONSEQUENCES IN UKRAINE

Abstract

The purpose of the article is research of forms, basic factors, scales and consequences of shadow employment of population in Ukraine for the ground of directions of its legalizations. Originality of research consists in determination forms of employment on the sign of its legality, comparison scales of shadow employment after the different methods of evaluation shadow economy. The practical value of the got results consists in the exposure threats of distribution shadow employment in Ukraine. It is not mine-out scientists the unique methodological going near determination of essence of varieties of employment after the criterion of legality. In accordance with author approach within the framework of illegal employment it costs to allocate the segment of the so-called shadow and criminal employment. Thus shadow and informal employment is synonymous concepts, as actually used for determination of the same segment of labour market. High level of employment shadowing national economy testifies to the considerable level of shadowing of employment. Shadow employment can be characterized in two poles – to positive and negative, however much negative socio-economic consequences prevail it. Legalization of employment needs complex approach and to engulf measures both especially economic andadministrative, social-psychological, motivational and educate character.
