SWOT ANALYSIS OF CIVIL SOCIETY INSTITUTIONS OF UKRAINE

Abstract

The growing role and importance of civil society in extremely difficult times for the country, on the one hand, and the responsibility for the use of funds and property that public (social) sector institutions (organizations) receive from citizens, business and the government to perform social tasks, on the other hand, determine the need for high-quality accounting and analytical support for the management of civil society institutions using modern tools. Conducting a SWOT analysis will provide an opportunity to identify internal and external factors that influence the activities of the organization and make it possible to assess the strategic position. Internal factors in this study are the history and features of the creation of foreign CSOs, their missions and goals; financial stability; CSO income in the form of donations, assistance, grants; participation of organizations in competitions for grants and implementation of projects by them; cooperation and level of interaction with state authorities and local self-government bodies; trust of community (society) members in the organization, etc. Among the external factors, one should mention the unstable situation in the country and the world, armed conflicts, martial law in the country, the development of civil society, the legislative regulation of civic activity in Ukraine, political, social, cultural, and economic factors that influence the activities of CSOs and their implementation of projects (programs), grants. SWOT analysis at the level of civil society, project (program) should be used to carry out analytical procedures and develop a strategy, clarify current tasks and declare strategic goals; assess the volume of resources, experience, achievements, competencies, connections and interaction of internal and external stakeholders; recognize problems in management, personnel, technical, information, financial and other support; outline opportunities for attracting partnerships, sources of resources, IT tools; take into account threats and risks of the external environment. Using the SWOT analysis method, a study of the external and internal environment of civil society institutions was conducted; their opportunities and threats, strengths and weaknesses were identified.
