FEATURES OF THE STATE REGULATION OF THE WORK OF THE SARNY DISTRICT STATE ADMINISTRATION DURING THE WAR

Abstract

The article examines the peculiarities of the state regulation of the work of the district state administration during the war. The main normative legal acts regulating the activities of district state administrations during the martial law are analyzed, the differences and characteristic features of the regulation of their work during the war are highlighted. It was established that military administrations are endowed with much wider powers, which is due to the need for operational and quick decision-making during wartime. It was determined that after the end of hostilities, district military administrations will work in the format of district state administrations,  however, during the war, their legal subordination is somewhat changed.The work of military administrations is directed, coordinated and controlled by the Cabinet of Ministers of Ukraine and the General Staff of the Armed Forces of Ukraine, taking into account their powers. On the example of the Sarny district state administration – the state authority of the Sarny district of the Rivne region, its main powers and directions of activity in the conditions of martial law are considered. On the basis of the conducted research, it was concluded that despite the difficult conditions of martial law in the country, district state administrations not only continue their work, but also develop, which indicates the effectiveness of the implementation of public power. The main directions for improving the work of district state administrations in wartime conditions were determined: use of modern technologies, optimization of the supply chain; development of personnel potential, improvement of strategic management; ensuring cybersecurity; interaction with the civil sector. It is noted that the implementation of these measures can help ensure effective and modern management of districtstate administrations, which, in turn, will positively affect the overall effectiveness of the organization of their activities during the war.
