Abstract
The article reveals the concept of individual needs of civil servants, the specifics of these needs in the context of professional training and career path, depending on the categories of positions of civil servants under martial law. Emphasis is placed on the need for professional training as a necessary condition for their career growth, referring to the experience of French civil servants. It is noted that the civil servant, together with the personnel management service, draws up an individual program for increasing the level of professional competence/individual professional development program, which is a reflection of the personal needs in the professional training of civil servants. The main guidelines for the formation of individual needs of civil servants are defined and a list of normative legal acts regulating the specified issue is provided. The statistical indicators that reflect the choice and improvement of professional competences by civil servants of category «B» in 2023 are presented. The individual programs of civil servants of category «A» were analyzed and it was established that the priority for representatives of the higher body of the civil service is the improvement of such competencies as: professional knowledge; European and Euro-Atlantic integration; leadership; digital literacy; making effective decisions. Civil servants of the category identified the greatest need in the improvement of such professional competencies as: communication and interaction, leadership, implementation of changes, knowledge of legislation. It was noted that even in the conditions of martial law, the mechanisms for ensuring professional training of civil servants are being improved, as well as the formation of an effective system of their motivation to study, including both a material and psychological component, which is based on a direct correlation between the results of professional development and training and career advancement of a civil servant.
