Abstract

In the conditions of martial law, state regulation and business support is carried out in various directions, namely financial support, tax support, introduction of a program for the temporary relocation of enterprises from war-affected regions, etc. With regard to financial support, the government is modernizing the «5–7–9% Available Loans» program to implement the request for financing of processing enterprises and businesses operating in decapitated territories, taking into account the difficult conditions in which such enterprises find themselves. The state should provide financial support to businesses that are recovering after de-occupation. In addition, the need to differentiate de-occupied territories by risk level is considered; the ability to provide loans to enterprises that have debts for previously received loans; the possibility to cancel the pledge as the main condition of lending. Another tool of financial support for business is grant support. In particular, these are grants under the  «Competitive Economy of Ukraine» program in partnership with the Ministry of Economy of Ukraine. USAID offers grants to support business continuity and recovery in the amount from UAH 600,000 to UAH 1.2 million. Funds can be used to pay for the costs of relocating or rebuilding a business in wartime, to expand the business into foreign markets, and to maintain and improve existing business opportunities. Within the framework of tax support, the government introduced changes to the resolution «On approval of the procedures for stopping the registration of a tax invoice/calculation of adjustments in the Unified register of tax invoices», which should simplify the conditions for registering the named documents and improve the automated monitoring of compliance of their registration in the Unified register with the criteria for evaluating degrees’ risks.
