NATIONAL SECURITY OF UKRAINE – DIGITAL DIMENSION

Abstract

The research identifies the features of national security through a system of changes in public administration as a challenge to the information content of social and economic aspects of the social process. The current model of public administration is traced and its impact on the level of national security, which potentially tends to decrease the level of national security due to the political component of the Ukrainian public process, is analyzed.Theoretical principles of public administration methodology as a process of dynamic development of information knowledge are supplemented and the specifics of their application in this process are noted.Scientific novelty is manifested in the study of transformational management processes in the domestic state formation and their impact on the level of economic and, consequently, national security. Since 1997, the process of building local self-government through theprism of increasing national security has been monitored, and the periods of its implementation have been identified and characterized. The economic motives for the rapid introduction of united territorial communities and the role of financial foreign capital and the legislative process in the implementation of national security are indicated. The main attention is paid to the identification of general and specific elements that provide a change in the potential of national security in the implementation of the Ukrainian digital economy. The influence of economic and political factors on the need to implement and implement the latest management model of domestic governance at the level of small areas is explained. The perception of such reforms by the local population is indicated and its role in the protection of national sovereignty is determined.The system of state two-level management due to the implementationof information and communication technologies is modeled, which reflectsthe impact of digital processes on the general level of guaranteeing thenational security of Ukraine. The scientific definition of the introduced model of public management of local territories from the standpoint ofguaranteeing national security is given. The study of this study will allow a more complete and comprehensive understanding of the mechanisms ofchange in public administration based on the digitization of the domesticeconomy and predicts changes in the level of national security of Ukraine.
