REGIONAL ASPECTS OF THE DEVELOPMENT OF MORTGAGE LENDING OF AGRARIAN SPHERE

Abstract

Objectively conducted analysis of the state of mortgage lendingin the regional context allows to determine the prospects and specificeconomic and organizational measures to increase the resourcepotential of mortgage lending in the agricultural sector in each regionof Ukraine. The purpose of this article is to determine the prospects ofmortgage lending and justify the feasibility of implementing anexperiment on mortgage lending to farmers in Rivne region. Thearticle describes the prerequisites and factors for investing in theagricultural sector of the region. The analysis of the structure ofacreage, sold products of crop and livestock of Rivne region has beencarried out. The level of meeting the consumer needs of the region foragricultural production has been determined. The stages ofimplementation in the field of functional two-tier system of mortgagelending to agrarians have been distinguished: creation of a regionalbranch of the State Mortgage Agency; conclusion of agreementsbetween the state mortgage agency and banks of the region wishing toparticipate in the program of mortgage lending to farmers; attractinginvestors; Dissemination of information among agriculturalenterprises on the terms of crediting; preparation of documentationand creation of a regional State Land Agency; implementation ofmortgage procedures. The tasks of the State Mortgage Agency at theregional level have been defined: ensuring maximum availability ofagricultural entities to financial and investment resources, simplifyingthe procedure of granting mortgage loans and minimizing credit risks.The expected consequences of the functioning of the regional StateLand Agency are: promotion of accumulation of financial resources,their rational redistribution and mobile routing through the network ofbanking institutions of the region to the borrowers. The stateinstitutions that should take care of the state supervision in the fieldof mortgage lending to the agrarian sector and their functions havebeen identified: State Inspectorate of Agriculture in Rivne region; Main Territorial Department of Justice in Rivne Oblast; Main Department ofState Geocadastre in Rivne region; The National Commission for theState Regulation of Financial Services Markets; National Securitiesand Stock Market Commission (Department in the Western Region).
