LABOR MARKET INFRASTRUCTURE OF UKRAINE: THE ROLE OF PRIVATE EMPLOYMENT AGENCIES

Abstract

The main problems of labor market infrastructure are investigated in the article. The activity of the sector of private employment services in the global labor market is analyzed. The concept of an economic entity that provides employment mediation services is defined in accordance with the regulatory framework of Ukraine. The indicators of activity of business entities on  employment according to the data of the State Statistics Service of Ukraine are analyzed. From 2010 to 2020, the number of private employment intermediaries decreased by 18.2%. As for the number of employees in such entities, in 2020 compared to 2010 their number increased by almost 21%.The volume of services provided by employment entities is characterized by constant growth, reaching in 2020 the value of 7826852.9 thousand UAH. and this is more than 5 times higher than in 2010. Structural analysis of statistical information has identified employment agencies as the largest share of 68.7% in 2020. According to the State Employment Service, in 2021 the total number of citizens employed by private employment agencies was 168.6 thousand people, which is 18% more than in 2020. Among the main professions, which are characterized by the largest number of employees in Ukraine, we can highlight: marker, pharmacist, stacker-packer, cook, pharmacist, gas station operator, etc. To assess the impact of private employment agencies on economic development, a correlation analysis was conducted between the volume of sold products (goods, services) and the number of citizens employed by non-state intermediaries in the labor market in the regions of Ukraine. Pearson's pairwise correlation coefficient between the studied indicators is 0.702 – the relationship between these indicators is close and direct – with the increase in the number of employed citizens, the volume of products sold by businesses increases.
