Abstract
The article substantiates a comprehensive methodology for the integrated planning and organization of an enterprise's production and logistic systems (PLS) under the conditions of its foreign economic activity (FEA) diversification. It is determined that traditional, isolated approaches to managing manufacturing, international logistics, and FEA lead to a significant organizational and technological gap, causing a destructive "bullwhip effect" when market vectors shift. To neutralize these destabilizing factors, the authors propose a transition from sequential planning to a model of dynamic synchronization and parallel planning based on advanced digital tools (APS/ERP and WMS). The paper introduces a mathematical toolkit to evaluate the PLS operational efficiency by calculating the adaptability coefficient. This indicator correlates the standard contract execution window with the total duration of the technological and cross-border logistical cycles. Based on this coefficient, three distinct formal scenarios of system adaptability are modeled, allowing enterprises to proactively mitigate the risks of international contract disruption or emergency cost spikes. Furthermore, a matrix of methodological solutions is developed, integrating lean manufacturing tools (such as SMED and Just-in-Time) with multimodal route re-engineering to achieve targeted time compression across all value-creating stages. Finally, a continuous four-stage algorithm for process organization is designed, comprising strategic FEA scoring, technological auditing, logistic modeling, and operational planning with capacity reservation. The practical significance of the research lies in providing domestic enterprises with an applicable management framework to achieve high flexibility in geographic and product maneuvering globally without losing internal operational efficiency.
