Abstract
The article is devoted to the study of trends and problems of entrepreneurship development in Ukraine in wartime. Trends in the development of the entrepreneurial sector of Ukraine are analyzed in terms of the number of business entities, their closure and opening (including in a regional context). It is proven that the number of operating business entities in Ukraine in 2022 significantly decreased, however, in 2023 and 2024 their number increased and even exceeded the “pre-war” 2020. With the beginning of the war, the trend of the number of newly created business entities exceeding those that ceased their activities in 2023 and 2024 became more established. The highest level of concentration of new business initiatives takes place in the Kyiv and part of the western regions, which is explained by their relative safety. The main qualitative indicators of the activities of business entities in Ukraine (the share of profitable/unprofitable enterprises, the level of profitability, the volume of manufactured/sold products, net income, net profit) were studied, taking into account the inflation rate. Based on a comparison of the growth rates of the main indicators of business activity in 2023 and 2024 with the inflation rate, their predominantly nominal growth was proven, which only made it possible to compensate for their significant decrease in 2022. The gradual adaptation of business to the challenges of war was proven based on the analysis of the business activity index, the Global Business Complexity Index, and the policy index for small and medium-sized businesses. Despite the gradual growth of the business activity index in Ukraine, business still remains in the so-called zone of negative expectations. The main problems of business in war conditions, according to the results of the Diya-Business survey, are: lack of solvent customers; unpredictable actions of the state that can worsen the state of business; sufficient capital / qualified employees. A whole range of business problems arise in interaction with authorities.
