Abstract
Human resource management today is of paramount importance in ensuring the competitiveness of any organization. Transformations in Ukraine’s economy, intensified by the impact of military actions, require companies to shift from traditional approaches to human resource management. Amidst the current labor shortage, personnel recruitment processes have become particularly critical. In this era of "talent scarcity," the strategic goal of recruitment is not merely to find individuals but to identify talents capable of effective, long-term collaboration. Effective modern recruitment must be based on a synergy of classic management concepts and contemporary HR practices that account for digitalization trends, demographic shifts, and labor market transformations. Given the challenges of today’s labor market, there is an urgent need to incorporate key trends and rapidly restructure all processes when building a human resource management system, and recruitment in particular. This article systematizes the trends and prospects of the labor market to which the human resource management system must adapt. It articulates the core principles that ensure a systematic and effective approach to strategic personnel management. Furthermore, the study identifies key recruitment processes requiring improvement and market adaptation. Approaches to creating and managing talent pools are analyzed, and an algorithm for establishing an external talent pipeline is formulated. The authors pay special attention to optimizing personnel sourcing methods and channels, identifying and describing external, internal, and hybrid sourcing streams. The active use of referral recruitment is proposed as a method for both rapid talent acquisition and the motivation of existing staff. The article also synthesizes information on the most widely used recruitment metrics, offering a recommended list for practical use. Enhancing recruitment processes in these proposed directions aligns with contemporary labor market challenges and will enable organizations to improve the efficiency of attracting and retaining a high-quality workforce.
