Abstract

The radical modernization of Ukraine's national education system in line with the New Ukrainian School concept, alongside ongoing socio-political challenges, demands a shift from rigid hierarchical management to agile, horizontal models. Traditional vertical command structures show limited capacity to address crisis management and hybrid learning environments. Consequently, communication transforms from a mere informational transit medium into a core strategic instrument of educational management, capable of consolidating internal and external stakeholders for institutional development. To comprehensively investigate communication dynamics within the educational institution, a systemic methodological framework was deployed. Theoretical methods involved system-structural and comparative analysis to dissect internal and external communication loops and contrast traditional channels with digital environments. Empirical investigation relied on participant pedagogical observation of strategic communication sessions, a documentary method analyzing institutional communication codes, and the 360-degree feedback technique to gauge stakeholder satisfaction regarding information transparency and institutional openness. The research defines managerial communication as a structured process of data and value exchange that facilitates data-informed decisions and mitigates organizational risks. The study conceptualizes the implementation of a "Corporate Code of Digital Communication" as an administrative tool to counter professional burnout, establish chat etiquette, and protect the psychological safety of teachers. Furthermore, the paper demonstrates a practical model using Miro interactive mind mapping to operationalize distributed leadership during pedagogical councils. It also evaluates the "Smart-Partnership" framework designed to foster deep collaborative networks among the school, parental community, and higher education institutions. Effective educational management is strictly correlated with the fluidity and democratic design of its communication networks. Replacing administrative dictation with horizontal dialogue via digital tools (Miro, specialized systems), defining boundaries in messaging applications, and standardizing outward-facing public partnerships significantly upgrade institutional decision-making quality. Future research lines are projected toward examining the integration of artificial intelligence algorithms to optimize routine communication in school environments.
