METHODOLOGICAL APPROACHES TO THE COMPREHENSIVE ASSESSMENT OF LOSSES FROM AGRICULTURAL LAND DAMAGE AS A BASIS FOR MANAGEMENT DECISION-MAKING ON LAND RESTORATION

Abstract
The article substantiates methodological approaches to the comprehensive assessment of losses resulting from agricultural land damage as a basis for management decision-making on land restoration. The existing scientific approaches to assessing losses of land resources are generalized, and it is established that most available methodologies focus on evaluating individual aspects of land degradation without providing a comprehensive consideration of environmental, economic, and social consequences. Based on the substantiated methodological approaches, the study proposes a methodology for the comprehensive assessment of losses resulting from agricultural land damage. The methodology integrates environmental, economic, and social components within a unified assessment framework and includes the formation of a system of indicators, their normalization, the calculation of partial indices, and the determination of an integrated loss index, as well as an assessment algorithm and a scale for interpreting the obtained results. The study proves that the integrated approach creates an information and analytical basis for identifying restoration priorities, allocating financial resources, and planning rehabilitation measures for damaged agricultural land. Furthermore, the proposed methodological approaches enhance the analytical support for strategic planning and evidence-based management by enabling the comparison of assessment results across territories, improving the transparency and consistency of loss evaluation, and facilitating the development of effective land restoration policies in the context of post-war recovery and sustainable development. The practical value of the proposed methodology lies in its applicability for substantiating management decisions on the restoration of damaged agricultural land at the level of territorial communities, regions, and the state. It is concluded that the proposed methodology provides an effective analytical instrument for supporting management decision-making on land restoration and ensuring the sustainable use of agricultural land resources.
