INSTITUTIONAL ROLE OF STATE GOVERNANCE BODIES IN ENSURING THE DEVELOPMENT OF UKRAINE'S TOURISM INDUSTRY

Abstract

The institutional role of public administration bodies in ensuring the development of Ukraine’s tourism sector has been investigated, and an analysis of key research categories – «tourism», «sector», «public administration», «state authorities», «institutional provision of the tourism sector», and «development» – has been conducted. Normative-legal and scientific definitions of these concepts have been synthesized, allowing the identification of the fundamental functions and powers of state authorities in tourism and providing a basis for comprehensive institutional analysis. A multi-level structure of public administration in tourism has been highlighted, encompassing legislative, executive, and local authorities, as well as their interactions. The functions of the Verkhovna Rada of Ukraine have been analyzed; it defines principles of state policy, establishes the legal framework, dapts it to international standards, and approves sectoral funding. Similarly, the Cabinet of Ministers of Ukraine develops and implements nationwide programs, adopts normative legal acts, ensures tourist safety, promotes rational use of resources, and coordinates international cooperation. The functions of the State Tourism Development Agency of Ukraine have been summarized: it implements provisions of the Law of Ukraine «On Tourism», oversees national tourism development programs, monitors service quality, maintains records and protection of tourism resources, and carries out informational, marketing, and international activities. The roles of local state  administrations and executive bodies of local self-government in  implementing regional programs, developing infrastructure, protecting resources, training personnel, and supporting tourism have also been highlighted. An analysis of coordination and integration across all levels of government has been conducted, ensuring the effective development of the tourism sector. Overall, the institutional role of public administration bodies lies in providing comprehensive and systematic support for tourism through normative-legal rule-setting, policy and program implementation, coordination of actors, and integration of national and international mechanisms, thereby promoting sectoral stability, enhancing competitiveness, and ensuring the effective use of Ukraine’s tourism potential.
