PROSPECTS OF IMPLEMENTATION OF ARTIFICIAL INTELLIGENCE ALGORITHMS IN PUBLIC PROCUREMENT PROCESSES IN UKRAINE

Abstract

The purpose of the study is to consider the opportunities, advantages and challenges of introducing artificial intelligence into public procurement in Ukraine, as well as to determine the conditions and prerequisites for the successful integration of AI into this process. The article examines the implementation of artificial intelligence in public procurement, considers its potential advantages and challenges, systematizes available data and experience of AI implementation in this area. The article analyzes the current trends and examples of the  implementation of AI in Europe and Ukraine, and also outlines the main advantages and challenges associated with the integration of these technologies in public procurement. This article examines the potential of AI to improve public procurement processes, increase their efficiency, transparency and accountability. The authors concluded that the implementation of artificial intelligence in public procurement is a promising direction for increasing the efficiency, transparency and accountability of public procurement. The use of AI can automate routine processes, reduce human error, bias and corruption risks, and improve monitoring of contract performance. The experience of the European Union shows a significant positive impact of AI on public procurement, confirmed by the regulation of the European Parliament. In Ukraine, the importance of integrating AI into public procurement is also recognized, which is consistent with European integration efforts and the presence of favorable conditions, such as a developed IT sector and large volumes of data for training AI models. For the successful integration of AI in public procurement in Ukraine, it is necessary to create clear strategies, standards and reliable control mechanisms. This will help ensure the responsible use of technology, compliance with the law, and build trust in the process. Thus, the introduction of AI in public procurement in Ukraine can be an important step for the modernization of the public sector, reducing corruption risks and increasing efficiency, provided proper planning, financing and compliance with legal standards.
