Abstract

The article reveals the importance of public-private partnership in the field of culture on the example of foreign experience, in particular it is stated that public-private partnership allows combining the resources of the state and private organizations for effective investment in the development of cultural projects. The private sector can provide additional financial resources, technical support and expertise, thereby contributing to the implementation of ambitious initiatives. The joint activity of state bodies and the private sector can contribute to the preservation and protection of cultural heritage. Joint efforts can be directed to the restoration and maintenance of historical monuments, as well as the preservation of traditions and artistic heritage. The article examines the experience of public-private partnership in the field of culture in the USA and France. In particular, in the USA, each cultural institution has its own board of trustees, which allows to ensure autonomy and freedom of creative expression. The United States has developed a unique and multifaceted approach to funding culture, primarily through the use of the tax system and sponsorship funds. This strategy has fostered the growth of numerous cultural institutions and initiatives, demonstrating the significant impact of private investment on cultural development. France is one of the countries that highly values culture as an integral part of its national identity. Cultural institutions of state administration receive full financial support, which ensures their autonomy. The government refrains from interfering in the financial affairs of wellknown institutions. The country pays great attention to the promotion of cooperation between culture and business, in particular through areas such as sponsorship and philanthropy. The article examines various concepts of state management of the cultural sphere that exist in the international arena, in particular: the concept of «Assistant» or «Assistant State» – this approach assumes an active role of the state in supporting the cultural sphere, in particular, by coordinating activities with non-governmental  representatives who financially contribute to the development of culture; the concept of the «state-architect» assumes an active role of the state in managing and financing the sphere of culture and art, the concept of «State-engineer» – this approach emphasizes the importance of ideological and political control over cultural manifestations and uses art as a tool to support political goals; the «Patron» concept assumes that public support of culture and art is carried out through private sponsors, firms, foundations, philanthropists and other independent persons or organizations that invest financial resources in the development of cultural initiatives. It was concluded that the study of foreign experience is expedient for its use in the development of public-private partnership in the sphere of culture in Ukraine.
