Abstract
The article examines the problems of public management of the housing and communal sphere in Ukraine and the possibility of solving them by introducing energy-efficient measures into management, the essence and content of energy efficiency are investigated. The main reasons and factors that negatively affect the financial condition of housing and communal enterprises are considered, the position of the process of reforming the domestic housing and communal economy is substantiated. Prospects for the stabilization of the housing and communal sector of the region through the introduction of energy-efficient measures, technologies, etc., including through cooperation and cooperation with foreign companies and investors, have been determined. Energy efficiency is the direction that must be developed even in difficult times for Ukraine, because it is the key toincreasing the competitiveness of the country’s economy and ensuring its energy independence. The lack of information, knowledge and interest of consumers is one of the causes of obstacles in the implementation of energy efficiency. According to Directive 2012/27/EU, the implementation of the reform should be accompanied by the popularization of energy efficiency.Information enterprises should cover not only energy consumers (population, budget buildings and enterprises), but also authorities that influence the implementation of the reform and financial institutions that can provide financing for projects.Promotion of energy efficiency should include:
- ensuring full and unhindered access to information regarding existing programs to support the implementation of energy-efficient projects;- organization of awareness-raising activities in the field of energy efficiency for the population, authorities, enterprises and financial institutions;- conducting various thematic trainings.
It is also important to attract and coordinate state donor support for conducting trainings and information campaigns (including launching products of the Energy Efficiency Fund, creating financial products for energy efficiency, ensuring payment discipline and other tools), etc. The implementation of energy efficiency measures in today’s realities is absolutely necessary for improving the stability of the energy system of Ukraine, strengthening the economy of our country and reducing CO2 emissions into the atmosphere. With the full implementation of factors related to the investment climate of energy saving projects, conducting a complex energy audit of both system-forming enterprises and the utility sector, comprehensive support of the state and international financial organizations, Ukraine will gradually leave the list of energy-dependent countries.
