Abstract

Taking into account the peculiarities of organizational and economic relations in the field of land reclamation, it was established that depending on the structure of integration of agricultural producers, unequal conditions may arise for strengthening and organizational interaction with the water management organization within one land reclamation system. A model of the mechanism of state regulation of organizational and economic relations based on the equalization of management conditions on reclaimed lands has been developed. It has been established that the instruments of state regulation of the equalization of competitive economic conditions depend on increasing the potential of agricultural production on reclaimed lands, as well as the significance of the social and ecological consequences of its violation in the event of the impossibility of forming a sustainable economic system. The dynamic stability of the system is classically described using the apparatus of differential equations. With their help, it is possible to determine the rate of change of system factors. However, for dual organizational and economic systems, the rate of change of factors has ceased to be a defining characteristic of sustainability. This characteristic is characteristic, first of all, of donor systems, for which this methodical toolkit is quite acceptable. A dual organizational-economic system can arise and exist only when the donor systems have emergent goals that will ensure sustainable interests in economic interaction, or their interaction will be forced due to the existence of a number of formal and informal institutional restrictions. It is the combination of these factors that shows how strong the boundaries of the dual system are and how stable they are over time. The rate of change of factors, which is described by differential equations, is a derived characteristic of the stability of the organizational-economic dual system, and therefore it is advisable to focus attention on identifying and evaluating the primary signs of stability. The proposed conceptual model of management of dual organizational and economic systems consists in ensuring their long-term stability as a necessary condition for effective functioning. Management is carried out by predicting, predicting and maintaining the dynamic stability of dual systems, taking into account the priority of placing formal institutional limited system-forming connections based on the exchange benefits of the exchange of donor systems.
