ORGANIZATION OF WAGE PAYMENT IN LOCAL SELF-GOVERNMENT BODIES: ISSUES AND PERSPECTIVES

Abstract

Complex transformation processes in Ukraine are accompanied by economic instability and contradictions in ages and incomes of the population, which negatively affects work efficiency and motivation. The payment of labor in local self-government bodies is particularly imperfect, since here, along with highly qualified socially necessary labor, there is a low level of its payment. The system of remuneration of local government officials and employees in Ukraine is characterized by insufficient transparency, comprehensibility and fairness, which calls into question the objectivity and impartiality of the actions of local government employees, and increases the risk of corruption.  There are significant violations in the ratio between the levels of remuneration depending on the qualification, complexity, responsibility for the work performed. The complexity and lack of study of this problem require an immediate search for effective ways to solve it. The relevance of the article lies in the beginning of the era of restructuring of the organization of labor remuneration, the implementation of the corresponding reform in order to ensure a gradual increase in wages and the creation of an effective motivational mechanism based on a combination of economic incentives and social guarantees. Also, the issues of the organization of remuneration of local self-government personnel in foreign countries, where remuneration includes such elements as fixed and additional wages, are also briefly explored. Therefore, the experience of the remuneration system of local self-government bodies of the developed countries of the world can be useful for Ukraine, the use of which will allow to increase the motivation of civil servants for productive work and obtain positive effects in the processes of regional and municipal management.
