DIRECTIONS FOR IMPROVING STATE SUPPORT FOR FARMING DEVELOPMENT TAKING INTO ACCOUNT FOREIGN EXPERIENCE

Abstract

The article reveals the essence of farming and its types that operate in Ukraine, in particular, farming is a form of entrepreneurial activity implemented by citizens interested in the production and circulation of agricultural products for the purpose of making a profit. The problems faced by farmers in the course of their activities are described on the basis of a study that was conducted in January 2023 by the International Marketing Group, with the assistance of the organization Help – Hilfe zur Selbsthilfe in Ukraine and in collaboration with the Ukrainian Business Council. It was determined that one of the directions of assistance for the development of farming requires effective financing, namely, the following are the main directions for which additional financing is needed:  the desire to develop and restore their farms; the need for help with taxation; purchase of new machinery and advanced equipment; the need for insurance and risk management; entering new markets and conducting research; the need for training and development; solving logistics issues. That is why the foreign experience of state support for farming was studied in the direction of financing, the experience of the USA, Canada and Japan was considered in the article. It was noted that in order to improve state support for the development of agriculture in Ukraine, it is important to take into account foreign experience and build a number of strategic directions. First, effective financial support for farmers can be provided through the use of various instruments, such as soft loans, subsidies, and grants for the development and modernization of farms. This will help farmers improve technology and increase productivity. Secondly, an important aspect is the development of programs and support for entering international markets. In particular, it is important to actively promote the opening of new trade routes, particularly in the European Union. This requires the production of products that meet the standards and requirements of the European market, as well as the development of an effective logistics and marketing system for the promotion of products abroad. In addition, in order to achieve success in these directions, it is necessary to actively implement the best practices and experience of other countries, in particular, such as Canada, Japan and other leaders in agriculture. This will make it possible to use effective models of support for farmers and increase the competitiveness of Ukrainian agricultural producers on the world stage. It was concluded that the improvement of state support for agriculture in Ukraine should be aimed at the development of effective instruments of financial support and the opening of new international markets for Ukrainian agricultural products.
