ECONOMIC AND MATHEMATICAL MODEL OF FINANCING NATURE PROTECTION MEASURES IN NATIONAL NATURE PARKS

Abstract

The article is devoted to the issues of financing the projects of 56 national natural parks (NPP) of Ukraine, which occupy the territory of 1,399,161 hectares, that is 30.6% of the total area of the natural reserve fund of Ukraine. The main document that regulates the work of the NPP is the project of organization of the territory of the park, protection, reproduction and recreational use of its natural complexes, in which the implementation of measures is planned for a certain period of time in order to achieve strategic development goals. Money for the implementation of measures is allocated from the budget and is often not enough. The problem arises as to which of the planned projects should be implemented first. To solve this problem, an economic-mathematical model of the problem of dynamic programming was developed, which is based on the principle of Bellman's optimality, in which the optimal continuation of the process is determined relative to the state reached at the moment. The main condition of the principle: the control process must be without feedback, that is, the control at this step should not affect the previous steps. In the article, it is proposed to set the priorities for the implementation of measures with the help of the appropriate coefficients. The problem statement was made, the mathematical model was described, and the calculations according to the proposed model were given on the example of the financing of the Shatsky NPP in 2023. It is proposed to use this model for national natural parks when allocating financial resources for the implementation of nature protection measures.
