ANALYSIS OF THE LAND MARKET DEVELOPMENT FOR TERRITORIAL COMMUNITIES

Abstract

This article updates the need for effective use of land resources of territorial communities to increase their capacity. It was noted that along with the positive changes in the institutional and legislative plan, there are numerous problems that hold back the further development of the land market. At the same time, among the numerous factors that cause negative trends and the full-scale invasion of Russia into Ukraine. Some key innovations of land legislation during wartime, which became both challenges and tasks of land policy, are presented. The main indicators of the agricultural land market in Ukraine for the first quarter of 2023, given by the State Geocadastre, were analyzed. It was noted that during the period of the fullscale invasion, communities suffered significant losses, the largest of which were recorded in the Kharkiv and Kherson regions. The challenges faced by territorial communities in the management of land resources are considered, in particular, the non-compliance of revenues from payment for land to the local budget. Revenues to the budgets of territorial communities from the payment of land taxes in the 1st quarter of 2023, which amounted to UAH 8 billion, were analyzed. It was established that 1 hectare of agricultural land brought an average of UAH 202 to the budgets of communities. The leading regions according to this indicator are Dnipropetrovsk, Lviv, Odesa, IvanoFrankivsk, and Kyiv regions. The results of the survey «Impact of the land market on the well-being and restoration of communities» among representatives of territorial communities are presented. It was concluded that there is currently a certain potential to increase the capacity of communities through the improvement of land resource management, in particular through the development of comprehensive plans for the spatial development of the territorial community, the entry of complete information into the State Land Cadastre about agricultural land, the development and implementation of a national target program for soil restoration and their fertility, which has been negatively affected by hostilities.
