FEATURES OF THE DEVELOPMENT OF CULTURE IN THE KLEVAN TERRITORIAL COMMUNITY OF THE RIVNЕ REGION

Abstract

The article presents the results of the study of the impact of the decentralization process on the sphere of culture in the Klevan Territorial Community. An analysis of the activities of cultural institutions and the implementation of public management in the field of culture by local self-government bodies was carried out in order to improve the functioning of cultural institutions of the community. An example of the basic network of cultural institutions of the Klevan settlement council as of 2023 is given, which includes 4 communal institutions that realize the right of citizens to receive quality cultural services and art education. It was determined that in order to attract additional funds, cultural institutions provide the population with a number of additional paid services in the field of culture. This is a source of additional funding that allows cultural institutions to purchase the necessary materials and equipment intended for the provision of cultural services to the population, to improve the material and technical base of cultural institutions, to replenish library funds with new quality literature, to organize holiday master classes for community children, to provide free services to privileged categories of the population, organize creative literary meetings and book presentations, etc. Attention is focused on the implementation of legislative innovations by local self-government bodies regarding the legality and correctness of decision-making to improve the efficiency of cultural institutions. Fragments of the dialogue between local self-government bodies and cultural institutions to improve their activities and solve problems are disclosed. The lack of a Development Strategy for the Klevan settlement territorial community was found, which inhibits the improvement of the development of the cultural sphere in the community. Examples of the use of innovations for the provision of high-quality cultural services by cultural institutions to the population, attempts to attract additional funding through participation in grant proposals, the implementation of state programs and philanthropy in modern conditions were considered.
