CONCEPTUAL PROVISIONS OF CIRCULAR ECONOMY PROJECTS FOR ECOLOGICAL AND ECONOMIC SECURITY OF AGRARIAN NATURE USE

Abstract

The article reveals the conceptual provisions of the circular economy for the ecological and economic security of agrarian nature use. In particular, these are: agro-ecological principles; the importance of the circular economy in the system of public administration; methods of ensuring the implementation of the circular economy and its metrological support; prerequisites for introducing a circular economy. Discussed and proved principles in circular economy projects. It has been established that the provisions of the circular agrarian economy should take into account applied questions regarding the role of water as a component of the ecological and economic security of agrarian nature use, in the vital activity of the state, business in communities and the analysis of products life cycle. In order to implement the provisions of the circular economy, it is necessary to implement innovative projects in the areas of: environmental management, information, agrarian and environmental economics, project management, etc.Methods of ensuring the implementation of the circular economy and its metrological support are proposed to be divided into these groups: assessment of the quality of the natural environment (NPS), modeling and forecasting (including methods of system analysis, system dynamics, informatics, correlation-regression analysis and statistics); combined groups of methods; NPS quality management (ecological and economic mechanisms and tools); administrative for state regulation; social methods are aimed at stimulating the processes of ecological goods production; economic methods are aimed at creating a material interest in the production of ecological goods (services); methods to avoid adverse anthropogenic impact on the territory ofthe region (community); methods that reduce the probability of an adverse event; methods involving strengthening the degree of protection of NPS and relevant objects (tasks), etc.Hence, the circular economy in relation to agrarian nature use on the territory of communities includes: a systematic assessment of environmental and social factors; determination of factors, resources, sequence of works for economic activity according to the principles of "green" economy; regulation of environmental impacts; quality control of environmental  components and prevention of manifestation of negative anthropogenic factors in it.
