Abstract
The article reveals the essence and significance of the sphere of culture, in particular, it is determined that the sphere of culture is necessary for society to develop not only materially, but also spiritually. It contributes to enriching the intellectual potential of society and raising its consciousness. the creation of a cultural environment is necessary for the preservation of national heritage and the transmission of historical traditions to the future. It is noted that effective financing is an important component for the successful development of the country’s cultural sphere. The dynamics of changes in spending on culture in Ukraine were analyzed, and it was noted that during the last year, in connection with the start of a full-scale war in our country, spending on culture decreased. In order to solve this problem, the article examines the foreign experience of financing the sphere of culture, namely the experience of the USA. It is noted that there is no Ministry of Culture in the US, instead, the government understands that the cultural sphere, including the arts, preservation of historical heritage, folklore development and humanitarian projects, is one of the most promising areas for investment. The state creates the necessary conditions for business to contribute to the development of culture and invest in its institutions. In the USA, the use of fundraising is quite popular. The article examines the meaning of this concept and notes that it means finding and attracting resources from various sources to implement projects and support institutions and organizations. The article states that in the USA, the development of fundraising in the field of culture is partly supported by the state, namely: tax exemptions, grants and state programs, cultural policy, partnership, education and training. It was concluded that the use of fundraising in the sphere of culture in Ukraine, especially in war conditions, is a key and effective means of attracting funds for the support and development of this sphere. In times of conflict, when resources are limited and cultural heritage and art become vulnerable, fundraising can play an important role in preserving cultural heritage and fostering a creative community.
