Abstract
Urban analysis, urban planning is based on indicators, the main one of which is the population. To a large extent, trends and statistics are analyzed, since the population is not a constant. People in this situation acquire subjectivity, acquire traits that affect the object. Displaced persons and refugees act as subjects with their own internal motivation. The human factor and the demographic situation will primarily determine the scale, speed and prospects of the reconstruction of the occupied cities. Thedeveloped classification of categories of occupied territories depending on the term and consequences of their stay under occupation suggests taking into account the ascending conditions for the start of urban reconstruction. The influence of population groups and categories on the prospects of their recovery in occupied cities was studied. A classification of the subjectivity of certain categories of the population depending on the inherent types of activity is proposed. The classification includes: the subjectivity of the population, the subjectivity of business, the subjectivity of employees of budget institutions, the subjectivity of employees of state authorities. For subjects forming a separate group, various factors of urban development are motivating. A model of the formation of subjects of urban development has been developed. Taking into account theuncertainty of the ascending conditions, it is necessary to develop a town planning rationale that considers positive, negative and intermediate options for the development of individual territories and cities. Factors complicating the task of attracting resources for urban reproduction of territories have been identified. For the tasks of implementing the model of anticipatory reconstruction of urban territories, the problem of legality of decisions of local military-civilian administration bodies regarding the development of urban planning documentation becomes relevant.
