Abstract

The issues of ecological and economic development complexity of the regionalized territories of Rivne region in the conditions of the new administrative division are considered. During the period of Ukrainian statehood, the crisis state of ecological development deepened, with low priority of environmental protection problems, when environmental issues were subordinated to economic expediency. The main cause of the crisis at the regional level is incompetence and managerial unpreparedness of management. In each adopted program of development of the region the ecological component, as well-being of the population, a state of health, life expectancy, etc. should come to the fore. The authors have developed recommendations on the ecological and economic completeness of development with the following priorities: mineral resource base, which is almost stable, and consists of 631 explored deposits, and 114 deposits are used; the industrial potential of the region with investment proposals, needs the latest equipment and technological upgrades, agricultural and forestry complexes. In the future, we propose to expand the industrial base within the existing Rivne-Zdolbuniv, Varash and district agglomerations, taking into account labor resources and infrastructure. To include ecologically and economically justified measures in investment programs and projects with definition of terms of their performance. In the newly created district administrations to determine the persons responsible for compliance with the approved programs with reporting to voters. In each administrative district, the comprehensiveness program should include characteristic indicators that will ultimately have a positive impact on the ecological condition of the territory. Implementation of the developed recommendations is possible in an expanded version, which will provide a comprehensive manifestation of the modern development of different regions of Rivne region.
