The article provides the analysis of the disadvantages of «Sustainability of strategies of united communities or village councils» developed for the first time and implemented, which are the absence of unifying ideas to unite the population and realize the specific steps aimed at the formation of balance between fulfilling contemporary needs of the population and the protection of next generation interests, including their needs for ecologically safe environment. It is noted that the concept includes socio-economic, ecological components and is elaborated taking into account the specific principles: giving a long-lasted character to the development, targeting population needs, coordination of population needs with community territories, conservation and balanced use of natural resource potential. There are given strategic priorities of village development, namely: production of innovative industrial products, ecological products for population consumption, infrastructure improvement of the villages, protection of life and sanitation of population, preservation of the environment.
There are analyzed problems and obstacles that exist in the village council, such as low level of population knowledge concerning the process of sustainability, irrational use of natural resource potential, low population and business representatives activity in the implementation of sustainability ideas and progressive changes in socio-economic and ecological condition of the village council.
The unifying idea for village council is suggested, the essence of which is the formation on its territories ecologically safe settlements and the transfer of their development into near and distant perspective of sustainability. It is emphasized that the main tasks of ecologically safe settlements at the initial stage is stimulation of the village council development aimed at the formation of small and medium enterprises which enter the market with new technologies or new value-added products, improvement of population well-being and preservation of the environment.
The formulated definition of strategic vision and strategic mission of Gorodok village council are proposed for discussion.
