The article performed the analysis of the development Strategy of Rivne within the period of the year 2040, being worked out on the basis of the results received while performing SWОT-analysis which testify its declarativeness when defining three strategic and operative goals oriented towards the solution of problems in social, economic, and partly ecological spheres.
Three operative goals declared in the strategy are obliquely oriented to the improvement of ecological sphere state and don’t fully respond to the National ecological goals and require the definition of independent strategic goals in the next edition «The improvement of ecological sphere of city life activity by forming ecologically safe environment as necessary requirement of improvement of population living conditions and health of city inhabitants».
Agreement of goals in the ecological sphere of development Strategy of Rivne within the period of the year 2040 with National ecological goals is suggested to realize complying the following requirements which are agreed with the contents to strategic vision, oriented to real resources, meet national goals, should be achievable, are evaluated quantitatively and qualitatively.
Defined by us the strategic goal in ecological sphere of the city includes four operative goals: formation of ecological values of the city inhabitance and raising their ecological consciousness, provision of sustainable development of natural resource potential of the city, reduction of risks aimed at minimization of their impact on social and economic development and health of the inhabitants, improvement and development of regional statistics of environmental management.
These goals include tasks which coincide with National ecological goals and are meant for their withdrawal from critical condition according to quantitative and qualitative indices (high emission of pollutants into atmosphere from stationary sources (11,6 kg/per person), small area of green massifs and plantations (22,9 m2/per person) low costs on environmental protection activity (12,5 hrn/per person) – on the competitive level achieved by the cities of Ivano-Frankivsk, Lutsk, Melitopol.
